FOR DEMOCRACY, STABILITY, UNITY AND CONTINUITY TROUGH THE CONSTITUTIONAL PARLIAMENTARY KINGDOM OF SERBIA
There is a time in the life of a nation when the heritage of the past must be faced with courage and responsibility, and the burden of prejudice that stand in the way of achieving a stable and prosperous society relinquished. The Republican system functions in an exemplary way in many countries, stimulating the general development of the political environment and freedom. In Serbia, the heritage of a misguided totalitarian republican system represents a painful inheritance of the times and ideology that collapsed under the weight of its own delusions and abuses. That is why the reestablishment of the Constitutional Parliamentary Monarchy of the Kingdom of Serbia is a very positive act that can not be ignored by anyone who cares about democracy, stability and the future. Such Serbia will not be founded on ideological zeal, national and religious discrimination, prejudices derived from the wrong definitions and the heritage of intolerance. The Kingdom of Serbia should be a modern European Constitutional Parliamentary Monarchy, like in all the countries with this state system, in which the King is a symbol of political stability, national unity and continuity of the state. In such Kingdom of Serbia, the Government is established on the decision of parliamentary majority and is elected in the free and fair democratic elections. The government rules the country pursuant to the entrusted mandate and within the constitutional authorizations. Through the personality of the King the country and the nation respect tradition and history, in which they find strength and inspiration for the future. Through the Constitution, the King respects his own duties and prerogatives, and finds grounds for the rule of law, justice, freedom, human rights and equality. In the King and the Constitution, the people have protection of their inalienable rights and permanent interests. The King is not elected, but is generated through direct and unconditioned heritage of the Royal reign of the Royal House of Karadjordje, in the line from King Peter I, according to the principle of primogeniture, from father to son, from generation to generation. The King of Serbia reigns by the grace of God and by the will of the people, and is not subject to any other influence. The will of the people is guaranteed by the Constitution of the Kingdom of Serbia, which sets basic rights and duties of everybody and all in Serbia. The Government in the Constitutional Parliamentary monarchy rules by the permit of the majority of the citizens who have the right to vote, and the will of that majority. The King takes care of the welfare of all citizens, regardless of their ethnic or religious origin or political orientation. The King is above politics, and acts outside all political parties. The right of the King is to be informed by the elected Government, to advise the Government and to warn it if and when necessary. On the eve of the parliamentary elections, when the people are deciding on their immediate future, but also on its destiny in the times to come, we believe it is our duty to inform the people of Serbia and Montenegro about our view, with full responsibility and awareness. The people of Serbia, because the elections are the right opportunity to decide on their destiny, and the people of Montenegro because in the state union such as ours, the decision of the people of Serbia does not endanger anybody, does not threat anybody, does not condition anybody, except that it confirms the right of the people to decide autonomously on their destiny. We are convinced the time for this is now. Belgrade, 1 December 2003 CROWN COUNCIL PRIVY COUNCIL CROWN CABINET LEGAL COUNCIL
