congratulates people on their victory
 

Liberated people! I congratulate you most warmly on victory of democracy.  The electoral will of the people was fully manifested yesterday.   Serbia is finally free, but her freedom must be consolidated.  It is now of the utmost importance to preserve peace and for the new administration, which was elected by the free will of the people on 24 September, to start governing the country immediately.

The President of Yugoslavia, Dr. Vojislav Kostunica, is a wise man and sincere patriot who is doing everything in his power to lead the people of Serbia and Montenegro into a democratic new era, an era of freedom, respect of human rights and the rule of law.  You put your trust in him at the elections, and now you must give him your full support in his work for the salvation of the nation.   

There must be no revenge since the new Serbia will be a country where the law rules.  What Serbia needs is a reconciliation of all her sons and daughters not revenge.

In the interest of the nation, all institutions must give their support to President Kostunica and tackle immediately the task of rebuilding the country.  It is a difficult task but conditions are now being created for Serbia and Montenegro to move towards a better and brighter future.

The international community must at once lift the sanctions and do everything in its power to help the people of Serbia and Montenegro to rebuild their country.

Yesterday, I felt an immense joy over dramatic developments in Serbia.  The credit for the change that has occurred belongs only to the people of Serbia and no one else.  People have spoken!
